Establishment of a university, the strongest brand in education, could recognise the role of civil society in underpinning the diverse values and aspirations of freely associated people worldwide, including the third sector. It could also act as the focus for the skills, training, research and lifelong learning essential to a strong and effective third sector. Are the barriers — whether financial, institutional or cultural — insurmountable?
